Which pest rules bind your apartment property?
The pest rules that reach an apartment depend on how it is funded. Public housing, HUD multifamily, voucher units, tax-credit and HOME properties, and privatized military housing each carry written pest obligations with real force. Utah market-rate law says much less. And when a pest complaint becomes a claim, courts have looked less at whether there were pests than at what the owner did and recorded after hearing about them.
Every requirement here is quoted from its primary source, with the date it was checked. Nothing here is legal advice.
What binds you
Pest obligations by funding source: NSPIRE, HUD's bed bug notice, LIHTC, HOME, military housing statutes, and Utah law.
What defends you
What published court opinions and federal auditors weighed, case by case, and the ten records that answer those questions.
