The pest criteria are the same in every program that uses NSPIRE: the nine deficiencies on the Infestation reference. What differs is when each program has to use them. HUD has extended several of these dates more than once, so the date checked is shown with each entry.

Public housing and HUD multifamily: already on NSPIRE

On July 1, 2023, Public Housing will transition to NSPIRE. On October 1, 2023, the Multifamily Housing programs, Housing Choice Voucher (“HCV”) and Project Based Voucher (“PBV”) programs, and the CPD programs included in this rulemaking will transition to NSPIRE. — 88 FR 30442, at 30443

The later extensions below moved the voucher and CPD dates only. None moved public housing or multifamily housing.

Vouchers: no later than February 1, 2027

DATES: PHAs subject to 24 CFR parts 882, 982, and 983 are not required to comply with the following changes to these parts in the NSPIRE final rule until February 1, 2027. — 90 FR 46911

Until then a PHA may keep using the old voucher standard:

Until February 1, 2027, PHAs may choose to comply with the provisions of these parts as amended by the NSPIRE final rule, which existed prior to October 1, 2023 (“HQS as previously defined”). — 90 FR 46911, at 46912

So February 1, 2027 is the latest date, not a start date for everyone. A PHA can already be inspecting voucher units under NSPIRE. Ask your PHA which standard it is using. For voucher units every infestation deficiency is a Fail with a 30-day correction; there is no 24-hour clock for HCV landlords in the Infestation standard.

ESG and Continuum of Care: October 1, 2026

DATES: Compliance Date: Recipients and grantees subject to 24 CFR parts 92, 93, 576, and 578 are not required to comply with the changes to these parts in the NSPIRE final rule until October 1, 2026. — 90 FR 46912, at 46913

That notice also covered HOME and HTF, whose date was moved again (next section).

HOME and Housing Trust Fund: April 14, 2027

This notice aligns and extends the compliance dates of the NSPIRE final rule and the updated property standards and inspection requirements in the 2025 HOME final rule for jurisdictions and participants, in the HOME program, and extends the compliance date of the NSPIRE final rule for grantees in the HTF program until April 14, 2027. — 91 FR 19145, at 19146

Two details matter for HOME rentals:

For all activities with written agreements executed prior to the compliance date, participating jurisdictions and grantees may continue to comply with the previous standards as defined in the HOME and HTF regulations at 24 CFR parts 92 and 93, respectively. — 91 FR 19145, at 19146

Additionally, the HOME and HTF programs apply the requirements at 24 CFR 5.703 and the conforming amendments make clear that participating jurisdictions and grantees are not subject to the requirements at 24 CFR 5.705 through 5.713, which include, but are not limited to, the NSPIRE inspection procedures, administrative processes, and the scoring and ranking, and appeals processes. — 91 FR 19145, at 19147

HOME rentals use the NSPIRE standards, including Infestation, but not the NSPIRE scoring. More on the HOME page.
