About the Multifamily Pest Reference
What this reference is
The Multifamily Pest Reference sets out the pest obligations that bind apartment housing, sorted by how a property is funded: public housing, HUD-insured and assisted multifamily housing, voucher units, low-income housing tax credit and HOME properties, privatized military family housing, and Utah market-rate rentals. It also sets out what published court opinions, HUD and federal auditors have weighed when a pest complaint became a claim or a finding, and the records that answer those questions.
Every requirement is anchored to a primary source: the regulation, the agency's own document, the statute, or the court's opinion. Quotations are checked word for word against saved copies of those sources, and each page shows the date its quotations were checked. Where something could not be verified, the page says so or leaves it out. The Sources and Methodology page explains how.
It is part of a series with the Healthcare Pest Reference, the Corrections Pest Reference and the University Pest Reference, written to the same method.
What it is not
It is not legal advice and not a substitute for counsel, for a housing agency's own guidance, or for a qualified pest management professional. Pages marked "professional synthesis, not law" are the author's reading of published records, written to read the same for an owner, a resident, or either side's counsel. The reference does not name any owner or manager as a wrongdoer beyond what an official record states.
